Export to Australia – important updates

Offshore pre-shipment inspection (OPI)

There will be no OPI inspector in Central Otago this season, and the programme is coming to an end in April 2020. However, the Auckland-based OPI inspectors may be available to inspect summerfruit in Auckland during the new dates. MPI-based on feedback from the OPI working group changed the previous OPI inspector dates to better suit more commodity groups. Summerfruit NZ is part of this working group and provided timings which suited the summerfruit industry.

The confirmed new dates are: 

11 January – 20 February 2020

22 February – 5 April 2020 

Exporters who anticipate exporting any summerfruit under OPI (apricots, cherries, peaches, nectarines and plums) should book the inspector now by emailing lynette.winters@asurequality.com. Do not wait until the end of the season. Exporters using the inspectors will be invoiced by AsureQuality for any services, not Summerfruit NZ.

 

Compliance Based Intervention Scheme (CBIS)

There have been reports from other New Zealand industry groups of products being excluded from CBIS because their importer has incorrectly put in the tariff codes. Ensure your importer is using the confirmed tariff codes and other necessary information summarised in the table below, in order to remain eligible for CBIS.

 To qualify for risk-based inspection under the CBIS, your importers will need to:

  • import under the appropriate tariff (see table)
  • lodge the entry in line mode to qualify for reduced inspection
  • lodge the entry with the correct AQIS Commodity Code (see table), which brokers will need to enter with consignments
  • meet import conditions
  • meet the requirements for repeated compliance (see table). Reduced inspection is per importer not exporter. 

Be aware that OPI cleared product is not eligible for CBIS. 

It is important that anyone planning to export to Australia this season reads the summary of the information (Export to Australia 2019 onwards) which is available on the Summerfruit NZ Portal under Main Menu/Export/Compliance programmes.
